Cairns won the commission from the City of Edinburgh Council to produce a parks and gardens strategy. The key aim of the strategy is to provide the policy framework whereby the City of Edinburgh can achieve for its 134 parks and gardens, a total system comparable to the World's best city parks. The strategy devised and advocated the use of parks classification system to provide a framework within which parks with differentiated functional uses can be most effectively managed. The Capital Works programme for regeneration was estimated to cost in excess of £100 million. The Cairns study team visited all parks, created a databank and established design criteria and guidelines for a phased parks enhancement programme.
